There are (to the best of my knowledge) no user created tracks for Live For Speed. It's not moddable (again, to the best of my knowledge) in the way that you can add tracks or cars to it. Not yet anyway. Maybe some day it will be, but as of now, it's not.
More info on the matter can be found in the official Live For Speed forum:

Just to confirm that there is no modding to LiveForSpeed at the moment. The current release is S2 Alpha (stage 2) of an expected 3 stages. Modding tools and permission is expected after S3

Tracks sub menu? Sure, there are tracks for LFS, but no more than those that ship with the sim itself. No addon tracks what so ever.

Ah... maybe you're talking about autocross layouts - cones, bails and stuff for time trials etc.
These you can create yourself, either in the big carpark, or even on racetracks.

Press Shift+U for userview and autocross designer, press space to toggle the controls being shown. From there you can place objects, save layouts, load layouts.

You can even download layouts others have done (can't remember which folder it goes in, should be apparent). Layouts that are installed on remote servers are automatically downloaded when you join the server.
