No, basically toe-in means the wheels are pointing inward and toe-out means they're pointing outside. Usually, you want a bit of toe-out(+) at the front and no toe or toe-in at the back. That's what I prefer anyway, but if you find the front end is washing out a bit too much, you could try a bit of toe-in at the front for directional stability, but it will give you a bit of push.

I think you are wrong beacuse in the game when you lengthen the steering rod wich sits at the back of the wheels the figures are + same as the tool we use at work, and when i set the back to full - the car does not oversteere at all.
front

If you know what's right, then why did you ask?
Toe-In means the wheels are pointing inwards and toe-out means they're pointing outwards.
Now, what do you mean by set the back to full? Full - or +?
