I downloaded the 1.1 .NET but
when it says install to to what should I install?
This is to get the SCC launcher working.

Hi,
.NET FRAMEWORK provide all the Dll and libraries for programs written in .NET language (C++, C#, VB, ...). You must install it to be able to launch .NET programs like SCC launcher.
