If I remember right, in WinME you go to the "start" button in the lower left hand side of your screen and select it. Then in the screen that pops up find the menu item called "Run..." and select it. A DOS command window then pops up in which you can type any DOS commands you may want. Some old DOS programs will work in this manner.
No guarantees though
Good luck!

im not sure about the Windows ME machines, but i got N1 to work on XP. you have to install it in XP like it was on a 98. open the Command prompt, Type E:\ (where E is the CD/DVD-Rom Drive) and then run or setup. then its a matter of navigating the menus. but ill warn you, any monitor larger than 14" will severly disort graphics. i cant run N1 cause im on a 17"display.

Get Dosbox and run on it. Dosbox is free.
https://www.dosbox.com/
You'd have to remember how to work with the command prompt but other than that you are good to go.

https://vdmsound.sourceforge.net/files/
I also have a N1 start util somewhere, let me see if I can locate it.

I have "the orginal" Nascar Racing by Papyrus.
It came on 4 3 1/2 inch floppies.
Talk about a blast from the past!
