Have you tried running NASCAR 2 under the DOS emulator supplied with XP Service Pack 2? I tried it with the DOS version of Indycar 2 and it works just fine.
You can access this DOS emulator by clicking on the "Start" button. Then click on "Run...", type "command.com" in, press ENTER, and you should be rewarded with a DOS-type box. If you're unfamiliar with the DOS environment, then here are a few basic commands:
cd <foldername> - to enter a folder
cd.. - to exit the folder you're in right now
md <foldername> - to create a folder
C:, D:, F:, etc. - to access a particular drive
To start a program, just type the name of the application together with its extension. In this case it would be "nascar2.exe". Of course, to do that you have to be in the same folder as the application.
If you don't have Service Pack 2, you can download it free of charge from the Microsoft website.
Alternatively, you can try to download a different DOS emulator. I found a few after typing "DOS emulator for Windows XP" in a search engine.
If you have a Win95 or Win98 NASCAR 2 (if such versions exist at all), and they don't run under XP, you can try the following:
Right click on the application, or game install/setup, and choose "properties" (I think that's the English word, I'm using a Polish language-XP, anyway, it's the at the very bottom of the table) Then choose the button at the far right, and you should get a table with the options to run the applications under Windows 95/98/NT/ME/2000 settings, and and a few other boxes to tick off. Sometimes it's enough to tick the right Windows box off, sometimes you have to fool around with the others, try different combinations, so to speak. "OK" the changes and try running the application. Continue changing the combinations until the program works. If the install/setup works and the program application proper doesn't, try playing around with the program's setup options. There might be graphics card/accelerator etc. drivers/controllers issues involved, and I'm unable to help you with those.
If you manage to run NASCAR 2 under DOS settings, and have sound problems, try visiting https://ntvdm.cjb.net and downloading their VDMSound program. I heard it also fixes some graphics' drivers issues.
